As
a result of the 2012 communal violence, a total of 140,000 people have
been displaced and continue to live in camps throughout various
townships in Rakhine State in very poor conditions. The humanitarian
community has, since the onset of the response in 2012, come under
significant pressure from the local community who perceives humanitarian
assistance as biased and as favouring only one community. At the same
time, UNICEF is one of the few agencies with an extensive development
programme in Rakhine State that benefits all communities, but currently
these efforts are not as visible as the humanitarian aid to internally
displaced people.
Under
the supervision of the Chief of Field Office in Rakhine and with close
coordination with the Chief Advocacy, Partnerships and Communication
(Yangon), the incumbent will support to the
development of an advocacy and communications strategy, and take a lead
role in devising, implementing, and monitoring a media relations
strategy to obtain optimum media coverage for the organisation. This
will include developing associated communication products to promote
awareness, support and respect for children’s and women’s rights, and
for UNICEF’s mission, priorities, and programmes in the UNICEF Rakhine
Field Office.
